Ok here is my issue. When I place a image (from Photoshop or Illustrator) on top of another background image I get white jagged edges around the image on top. Ive tried using a .png and .gif files because they have a transparent background. Is there a step I’m missing? Resolution too large or small? or maybe something more subtle?

Layered images don’t get the opportunity to blend to the colour of
what’s behind them, so you get that white haloing wherever there’s
not an outer horizontal or vertical edge.
The solutions are…
Set the graphic to be generated by Freeway as a PNG set to
millions of colours - this is the OUTPUT format, it doesn’t matter
what format you import (file sizes can get large)
Group the graphic with whatever’s below it (this will put them on
the same plane so Freeway can produce a merged graphic result)
Unlayer the item so it sits flat on the page and gets merged with
whatever else is flat behind it.
Each of these techniques is valid, but they may not all suit how you
want to construct your pages.

One more for your list: set the Anti-aliasing color on the graphic to
something that approximates the color of the object below the image.
Automatic gets it wrong 99% of the time with floating positioned
layers. All of Keith’s layer-manipulation suggestions are going to
make Automatic better able to figure out what color to choose, but
setting the anti-alias color manually will allow you to keep your
layered layout and have a decent-looking floating image, too.
Have you set antialiasing to white? This would give the effect you see.
