Sure. Make a folder named startpage (or whatever you want your link to be) and then move your file into that folder and rename it index.html.
You will need to make the links into that folder manually if you want to keep up the illusion. If you make links by choosing the page in Freeway, your link will be startpage/index.html instead of just startpage. But if you use the Hyperlink dialog, and click in the External side of the dialog, you can type startpage in that field and it should just work.
