You’re not doing anything wrong, this is how the effect works. If you don’t like the way that looks, then the # will do the snap immediately effect. Depending on how tall your page is, and how large the visitor’s browser window is, the carousel element may snap to the top of the screen, too, so that’s another reason to use the ? – it cannot affect the positioning of the page in the browser window.
