[Pro] Making a template for others to use

I have 5 or 6 fellow employees that want to edit and maintain their portion of the website. Is it best to offer them a template or give them freeway with implicit instructions on what to touch and not touch?
If it’s a template, I’m fuzzy on how to make this available to them. What program would they use to make edits and then upload. We have a windows server if that makes any difference.

I think your easiest approach to this is to use one of the many CMS that are available. WebYep, Perch etc - there are many with varying degrees of complexity.

You do the design of their pages and add editable areas for them to work with.

Then they dont need to have/run a web design/editing app just have browser access.
