How can I get the menu bar to stay up top like this page is?

Select your Menu bar and use Position: Fixed in window - it will have to be a layered item.

You will find it in the Inspector.

I dont think you mentioned BackDraft in your OP

it will have to be a layered item.

This should work with Backdraft. Copy your header wrapper, delete it from the page, then without double-clicking anywhere (you don’t want this to be inline), paste it on the page.

Set it to be fixed in window, 0 pixels from the top.
