Using FTP to upload, the old files are not being deleted. New or changed files are being updated appropriately.

If the old files are from a version of the website built with a different Freeway document, then you will need to use a FTP app to delete them – the new Freeway document doesn’t even know if they exist, so it doesn’t remove them.
The easiest way to right this is to just remove everything from the folder that you upload into, then upload from the new Freeway document.

Thanks, I was not aware of that. BTW, on my inline responsive designed site, all pages publish whether they have been changed or not. Likewise, when I upload, they all upload, every time. All the pages publish and upload, always. Is that typical?
