Our own Keith uses panoramas http://www.panoramaphotographer.com
but there are various methods available.
FancyZoom, MagicZoom http://www.kimmich-dm.de/extras/magiczoom.php and RBZoom http://www.deltadzine.net/rbzoom.html are just some that give these features.

Easy Web Animator (http://www.softpress.com/products/companion/easy-web-animator/
) has some built in image gallery effects that you can use straight
out of the box or you can easily roll your own like this Ken Burns
effect I put together a while ago;
