You could get very close to this with the ScriptyFader and the ScriptyFader Thumbnail Actions. Set up each of the bars on the right as a thumbnail, and each option they point to as a fader or fader option. The only thing you’ll have to punt on is the style of the selected option – that’s decided for you in the Thumbnail Action as 40% opacity.

Sorry, meant to say UNselected options. The current element in the fader is full-strength, and the others are faded back to 40%.
