The instructions for using Google Web Fonts in the Knowledge Base is very clear. However, one thing I’m not sure of is how to code for the use of different font weights of the same font family in the Freeway Font Sets menu. For example, if I download the “Lato” font in “Book 300,” “Normal 400,” and “Bold 700” how do I code that in Font Sets to make these separate weights available?

You’re going to have to assign styles to a particular font.
For example the Bold 700 could be assigned to the strong tag
strong: your font family here;
