[Pro] Rollover problem - how to save graphics for rollover

Hello,
I tried to make a rollover with 2 jpgs. When I preview them one showed up blurry so I imported them and checked the pass-through box. If I preview the graphic by itself it looks fine now but if I try to make a rollover out of pass-through graphics the action doesn’t show up as an option in FW. How shall I save my graphics in PS so they show up correctly in preview and I can still make a rollover out of them? In case it matters CSS button is on. Thanks for your help!
