How can I make something like this? In the upper right hand corner is the scroll option, however, I would want it to be in the center before first logo and after last logo

That particular example uses a jQuery plug-in More than just a WordPress Slider - Slider Revolution

Though you could do it with any responsive slider.

I only used owl twice so I’m not really experienced in it. Had a quick look in it and:

Yep - you can hide it - it’s the pagination which needs to be set to false to hide it.

something like:

Basically I really like owl - pretty cool, free and responsive (jQuery - but this shouldn’t be an aspect these days).

Here is an owl carousel I did earlier http://www.deltadesign.co/FW7Test/owlcarousel2.html

As Thomas says hiding the pagination, styling the next/prev buttons and a host of other options are all available.

But you will need to do some hand coding.

And to repeat - there are many responsive sliders out there that will do the same job - and not all of them use jQuery.
