[Pro] Simple Include Pro Republishes Every Page

I have used Simple Include Pro for my footers, and I have it set to Merge Data: Locally (when published). The result is that even if I change just one page, the entire site is rebuilt and published. If I switch to Merge Data: Remotely (using includes), will that stop happening?

I could try it and see, but the site is about 50 pages, and I would have to change it on every page because it’s an inline footer, so I don’t want to do it unless I have to.

To answer my own question, in case anyone else is wondering, it makes no difference whether I set it to Locally or Remotely. FW still rebuilds the entire site again and uploads every page, even if I make a change only on one page. It’s maddening.
