Hello.
I was hoping to send out a small survey. Nothing very big, but just so I can get people on my mailing list to respond and give some input. Is there a way to do this through freeway or do I have to use an outside source and if so, what would be a reliable program?

You can make a simple survey form using Freeway, this will have the advantage of being custom to your site (vs. using a “free” service like SurveyMonkey or Google Docs, which gets you a bunch of not-your-branding in exchange for free). You simply set up a form with your questions, and either open fields or picking lists or radio buttons (depending on your desired answer types). Set the action to mail the results to you, and you’re done. Well, you need to tabulate your results somehow from the e-mail, and that’s not a solved problem as far as I know. So ask yourself if the branding hit is worth getting tabulated results. If it is, then SurveyMonkey or Google Docs Spreadsheet with a form are two very good ways to do a simple survey.
Also, where is your mailing list kept? I use MailChimp for the ActionsForge/Next signup form, and that system allows me to create custom “survey” questions which are collected automatically for me. (That’s how I do the pledge form.) You might want to look in that corner, even if you don’t use MailChimp, you may have something similar in hand already.

Some time ago I wrote a quick tutorial on how to include a survey, poll, quiz or customer rating function on a Freeway page and it can be found at http://www.softpress.com/kb/questions/264/. Click on the link at the foot to download the sample Freeway 5.5 Express file and then preview in a browser to see it working.
There are lots of options for choosing different online services you can find by Googling around - for this particular tutorial I used PollDaddy’s free service (which has a few limitations and is branded).

what does ‘branding’ mean
It means it promotes PollDaddy in some way - either with logos or links etc.
