Note that ALL that the CSS button does is change the default state for objects you make.
If it is grey and shows “Table layout” underneath then objects you make from that point on will be UNlayered to start with. If it is blue and shows “CSS layout” underneath then objects you make from that point on will be LAYERED to start with.
To make an unlayered item into a layered one just select it and click the ‘Layer’ checkbox in the Inspector palette.
To make sure boxes you make start off being layered so you don’t have to mess with the Layer checkbox, click the CSS button in the toolbar so it is blue.
