I assume that I can make two single lines of text into a rollover link object, but every time I try, the rollover action shows all of the objects on the page even tho I have only the 2 text objects selected and grouped.

When you say Text Rollover do you mean a Rollover from Graphic Text or using HTML text as a Rollover trigger - I am assuming the former.
It will probably be easiest to do this on the pasteboard where there are no other items - I suspect that you are combining graphics with other elements on your page.
Create your 2 graphic text items (or one and duplicate then edit the duplicate)
Select both and group
Apply action and set parameters
Move to correct position on your page.
