I am just wondering, not sure if this is possible. But if someone asks me to fix some things within their website, such as one i provided. Could i make those changes within freeway even if the site was made in Dreamweaver or another program?

No - not unless you rebuilt the page/site with FW.
FW is not a code editing application and cannot effectively import Html.
With a simple site you will get the basics but FW’s ease of use lends itself to rapid reconstruction of sites.
