All Actions are contextual, which means that they only appear in the menus and palette if the context (where your cursor is) matches their type and target. So for a Page Action, you have to look in the menu when nothing is selected on the page (click the pasteboard in an empty spot to be sure). For an Item Action, you have to have an item selected (and for certain types of Actions that only apply to certain item types, an item of the appropriate type selected), and then look in the menu. I believe that the Validate Action only applies to form elements, so click each form element in the page and then look in the Actions palette to see if the interface for Validate appears.
