I see there is a “Publish” checkbox for items on a page. Is there any "Publish’ selection for the actual page itself? I have some pages in my site I don’t want to delete from the project, but I don’t want to upload them with my upload. I would like to just tell Freeway to ignore those on upload. Is this possible?

Not directly - but you can work around it.
you could make such a page a master page.
You could make a copy of the pages into a new Freeway document and keep them
as a resource from which you could copy and paste back into the ongoing
project at a later date.
In Freeway you could just put them in a folder ‘unused’ or ‘jhxgjg’ and have
no links to them and they can be essentially unseen and unknown - but from
what you say I feel you want to save unnecessary uploading when any of the
pages are dirtied.
