If I save a template in Freeway Express 4 will it be able to be installed and work in Freeway Pro 4?

Yes, it will. But it will be limited by the feature set of Express.
If that makes any sense.
As an example, all the templates that ship in Freeway are designed to
work with Express, but they also work in Pro. So, if you create
templates using Express, they will work in Pro, but the Pro-only
features (CSS, fancy graphic formats, etc) won’t work.

Yes, you are quite correct.
As an aside, I’m trying to find time to develop some snazzy Pro
templates which will feature all the Pro goodness.
However, time is not something I have in abundance right now. =o(
