Technically possible, with the use of an added action or hand-inserted JavaScript.
But please never ask me to visit your site unless you only do this effect
(1) with warning
(2) as a new window and
(3) from a link on an existing page.
I understand your desire for controlling the visitor’s browsing experience, and I’ve done this myself in special cases in the past*. But always remember that changing someone’s browser window size without prior warning is broadly considered to be rude. Many people will never come back.
(*And BTW, I’ve found ways to avoid the need for this even in those special cases.)
