sending markup item to back

I have a markup item that is the full size of my page 800 x 800 - it is a javascript slideshow, cycle fading through a series of illustrations. I want this as, effectively, my page background.

On top of this (ie. in front) I want a small panel with some intro text and the main site links. I’ve drawn this as a table, made it a layer and added the layerpositioning action. But when published it is always BEHIND the slideshow (ie. invisible!)

I can’t work out how to bring this menu panel to the front? I’ve applied all ‘bring to front’ and ‘send to back’ instructions to the relevant bits, but it makes no difference.

I’ve answered my own question - I hadn’t made the markup item a layer! That seemed to do the trick.
