Hi,
This comes up every so often - and the answer has always been “you need to use Flash”. Well, the answer is still “You need to use Flash” BUT I’ve found something which uses JavaScript to control a faceless Flash movie on the page. All yo have to do is upload some XML (edit in TextWrangler), your audio files and apply an OnMouseOver event to your link.

I think that this could be easily Actionable. I don’t have the time right this moment to pick up the torch, so I’ll offer this tantalising nugget of info for those feeling brave enough to give it a whirl.
