text box and graphic box won't move

I’ve created roll overs on the pasteboard, but I can’t move them. I’ve tried putting them on layers and off layers. I’ve grouped them and ungrouped them. What am I dong wrong?

I had this happen on one occasion. Saving , quitting and restarting
Freeway cured it. Worth a try.

yes I’ve had to quit Freeway and open once again. I’m on a Mac Pro
