You can set hyperlink styles for a page by using Page>Appearnce>Links in the Inspector Palette. Chose the color, and check or uncheck the underlined “u” button to turn underlining on or off.
That doesn’t work with the text rollover action. I have other liks on
the page which do not have underlines, the the ones in the TR action
still remain.

If this isn’t possible using the Text rollover action, is there a
better way of using text as a rollover to show a hidden layer?

Go to the bottom of the page where it says “enter”. That is a rollover, right? Can’t you make the text that you want to rollover a GRAPHIC with another GRAPHIC underneath? For that little bit, leave some room in the block of text and replace it with the appropriate text in a GRAPHIC box and build your rollover that way?
I can, I just wanted to have the text actual HTML text rather than a
graphic. I do have other graphics doing this in the site, but where
text is a link, I wanted to keep it that way if at all possible.
