Just off the top of my head I would suggest looking at combining css menus with the Transition FX. Use transition effect for + sign action and css menus for the rest.

Will take a lot of fiddling, and it may not work to very deep levels, but should be doable.

If you go to the old Site Map action, there is a color palette for it
called Redmond or something similar. That has the plus sign things
and everything. Very mid-90s.
