If you click on your menu/list then look at the actions palette and open the disclosure triangle next to links
then you will see the colours for links and hover and next to them are checkboxes with Underline.
Just make sure they are not clicked as they will add an underscore to either the link, rollover or both
If you are still seeing underlines on your menus when you have
deselected Underlines in the Action palette then there is a style on
the text that is overriding them.
The quickest way round this is to select each link in the menus and
reapply the link. To do this select the first item, open the link area
at the bottom of the window and reselect the link that is already
applied.

Just following Max’s suggestion didn’t work. The fix I applied was to just recreate the menu, something that only took a few minutes. I guess I must have applied an overriding text style elsewhere. Live and learn!
A grump is why the width of the menus is specified in ems and not in pixels. This resulted in my having to adjust the width by trial and error instead of just calculating the desired width in pixels.
As a followup question, is it possible to have the menu appear over a graphic item?
