Where is the Text Attribute Inspector?

This thread is from last year, and (with vs. 3)
I also cannot find a Text inspector; in the Window menu
there is only a “Text ruler”, not “Text”.

(I’m reading in the User Guide p. 34
to adjust the location numerically)

Generally variations like light, narrow, etc. are selected as a specific typeface of a font family. This is done in the font panel (see the menu Text > Show Fonts). If the font family you choose (e.g., Gill Sans) has multiple variations (e.g., Light Italic) you’ll see them in the font panel after you select the family.

Please note that Apple’s font panel window is a little odd in that it shows more things as you enlarge it. If you’re not seeing as much information as you expect try sizing the window to make it larger and reveal more information.
