So this is a tool for creating a ‘virtual’ web sight, but has not the ‘guts or engine’?

It’s a tool for designers to create code from their layout ideas. It’s very similar in that respect to Freeway, in that you manipulate a visual layout, and it generates HTML and CSS. The big selling point for this tool is that it creates responsive sites (sites that re-assemble themselves for different browser viewport sizes) from the start.
