Another work flow question

Hi again … I’ll try and explain my dilemma. I’m changing the text on 12 navigation buttons, (changing them on the master) at some point I checked them in a browser and the last few changes don’t appear, I’ve emptied cache and reloaded the page, they’re their (the changes) an the master and the site page but not in browser preview though additions (I added some images) subsequent to the text changes and they appear as they should. Go to the File menu while holding the Control key down and scroll down to Publish Everything then open the page in the browser again.

I have to do this quite often for changes to show up.
