Assistant Template Issue

Hello,
I’m using the Assistant template on this site, http://www.oasis-earth.com/ I’m having all sorts of problems with the footer. On some browsers the dark blue background will fill the entire height of the footer. On some browsers the blue background will only fill 1/2 of the footer leaving the white text links unreadable. Changes made and uploaded don’t seem to take effect…even after emptying caches of browsers. Any idea what’s going on?

Safari, Firefox and Chrome were all rendering the footer differently…there were also difference between computers. It now looks correct. It must come down to a cache issue…or is it possible that my server doesn’t update CSS files every time I upload the site?
