What’s the best (smallest file size) way to add a background image to a page, short of using the page background image?
I just tried to adding a texture jpg to a page, but the file size was 1000K, which seams a little large, but maybe it’s not these days.

Yes that is far too big.
Open the file in Preview and do a Save As - you will get the option to adjust the compression when you choose jpeg and also an indication of the finished file size.
Page background is the way to go but if you can use a repeating slice ie 15px wide and whatever height is your page this is the smallest way.Set to repeat horizontally but not vertically.
This will not work for a picture but rather for a gradient.
