Nope, this is just a DIV (layered HTML box) set to overflow:scroll.
You can do this without any actions or plug-ins at all. Draw a box on
the page while the CSS Layout button is on. While that box is still
selected, make sure that the Overflow picker (in the first tab of the
Inspector) is set to either Scroll or Auto. Now double-click into the
box and paste or type your content into the box. That’s it, no Step 3,
etc. It just works.
