We would be happy to pay quite a lot for this as the client is a large business.
I have built several of these, some based on Google Maps API, and others using a geolocation database purchased from the US Post Office. The latter is not as accurate as the former, because it uses “as the bird flies” distances between the center of one post code and another, while the Google Maps API actually plots distances “as the car drives”.
Is Google a problem for you? There are other sources of the data – the Rails plugin that I last used for driving distance (geocoder) can be configured to use any of a half-dozen different mapping services, some of them free/open source.

I would like to use Google if possible, I’m not sure how easy it is to do this though.
My client is a car manufacturer, so would like to enter in details of all his existing customers and also MOT centres in a salesman’s region. This data has to be relatively secure, so not in the public domain if possible. When the salesman logs in, his region is displayed or he enters in his postcode and then all locations admin has entered in is displayed and he can then find the drive time.
