I’m not sure if this site if built with FW, but I see that a lot of sites using this design. Here’s another example: http://venice311.org/
I would think that there would be a template for this, but cannot figure it out.

I see - you want to build your site with a similar look to these.
In its simplest form both of these sites use a centred page with a large background image. These are

An image like this can be added to your FW layout by going into the Page Inspector (with nothing selected on the Page) and under the Paintbrush icon there is an Image selector where you can choose the image you want as your background.
You can then select how you want it to be placed on the page. The options include Tiling the image (horizontally or vertically) center, left or right or positioning top, center or bottom.
Try a suitably sized image until you get the effect you like.
Those Venice example uses Top, Left and the Townhouse center, top.
You can also choose whether the image should scroll with the page (Townhouse) or Fixed (Venice)

David, I really appreciate your input. I tried what you suggested, but the background goes for the entire page, as opposed to just the sides and top/bottom. How do I keep the center of the page without the background while I use it on the right and left sides?

Give your page a background colour by drawing an html item the size of your page, selecting it and adding a colour via the Item Inspector.
