I presume you mean the Date and the social network icons.
These have a setting of ‘Fixed in Window’ - look in the item inspector, 1st Tab
If it is a layered item you can have this set to ‘Absolute’ or ‘Fixed in Window’
Note this doesn’t work in mobile Safari

I am not sure that is the whole story. This reminds me of the way the
cart in the Apple Store works, where if you scroll down, the top of
the cart “sticks” to the top of the browser window but comes “un-
stuck” the moment the browser window is scrolled back to the top. I
think what happens there is that once the top of that element is
within some range of the top of the viewport, the script switches it
to position:fixed and invokes a patch for Windows browsers. (Windows
IE won’t render position:fixed correctly at all, and you have to fake
it with a JavaScript function which keeps moving it as the window
scrolls.)

I must admit that I made an assumption and offered a straightforward option that was easy to implement in FW - there may well be more to the story.
