I am exploring using font sizes in percentages. FW seems to be limited to 75, 90, 120, 150, 200, and 300 percents. Is it not possible to set a size of 250%?

Yes, but you will have to create a new style and set the font-size in the Extended section as name: font-size value: 250%
Or add it to individual items the same way in the Extended section.
