Can anyone tell me what these files actually do? Can they be safely deleted?
The simple answer is that the .php file is the form processor file ie it translates the form submission into the subsequent email.
So if you delete it then your form will not work.
However there are times when you may end up with multiple versions of the .php file
If that is the case then clear all versions off the server and republish your site. They actually aren’t doing any harm and will only take up a couple of hundred Kb.
Also make sure that you have the latest version of the action.

The problem is that they just seem to multiply to the extent that I can have dozens of them sitting around.
How can I identify which ones are the duplicates?

They get a higher number the more recent they are - keep the most recent.
But if you delete them all from the server and re-upload you will get only 1.

Or delete them all from the Site Folder before publishing and uploading.
