I know it is doable as Caleb Grove did it in Backdraft2.
It enabled a fixed in window in-line header.
But when I draw an independent HTML box and make it a layer, specify that it is fixed in window, copy it, put my cursor in an inline box, and paste the layer into the box, it doesn’t stay a layer.

I figured out a way. You create two layers then group them. Then insert the group as an inline box containing two layers. Then remove one of the two layers.

Have you tried applying the action after you have pasted?
Am assuming that the action you refer to is Sticker. I did not use it.
Instead I used the method described above to get an HTML layer box inside the HeaderWrapper. By layer box I mean a box that when you select it and use Inspector there is a checkbox for layer and an option to specify either “absolute” or “fixed in window.”
With “Fixed in Window” chosen the header stays put when you scroll. I clicked inside this layer box to get the blinking cursor and used inline construction to add the header content: logo, tagline, navigation.
