You could use one of the Full Background actions - either ActionsForge - The Complete Repository of Freeway Actions

In that case I would start by going through the FW tutorials for Rollovers, CSS Menus and Showcase and once you have them then you can work on the resizable header.

There is an action called Flexible Image that may do what you want http://actionsforge.com/projects/view/77-flexible-image
