Welcome to Freeway!
Although this site uses frames to achieve the effect of scrolling the
main content while keeping the navigation area static you can do much
the same sort of thing using layers. Create your navigational content
as a layer and in the inspector palette set the positioning to ‘Fixed
in window’ rather than ‘Absolute’.
When scrolled the main page content will scroll but the navigational
layer will remain static in the browser window.

Personally I would go with layers. Frames have their uses but not here.
You can have the links in the navigation scroll down to the correct
area of the page by using anchor tags.

Tim The layers trick works amzing. The bit I’m struggling with now is doing the image swap as a rollover. I 've looked in the manual how to do rollovers but i can’t get it to work when the images are stacked. Does anyone know how I can do the rollover like shown at www.iamrobgarner.co.uk

As the main navigation area is now a static layer you won’t be able to
use the ‘layer technique’ to create your rollovers. Normally you can
do this by duplicating the item and stacking above or below the
current object and selecting this in the Rollover action. I would
suggest doing this in either one of two ways;
Ideally make your navigation text HTML rather than graphics. The
search engines will love you, those with accessibility issues will
love you, and I will too!
If the text has to be graphics then create your rollover text and
use the File, Export option to export the current item as a graphic
(ideally a GIF). In the Rollover action select this rollover image by
choosing it from the Mouseover, select… option (rather than the
Items option). The downside of this is that if the text or style
changes then you’ll need to export and import the graphics again.

I am keeping all thetext as HTML. I’m not sure if I’m getting what you mean by the nav area. My main concern was getting the smaller images to appear in the main image area.
Apologies. I thought you were talking about the text in the
navigational bar. I assume you mean the large images with the five
thumbnails down the right hand edge?
If so try this;
Create your large image and apply the Target Image action to it
In the action palette select your five images and load them into
slots 1-5 in the action
Create your five thumbnail images and apply the Rollover action to
each
Again in the actions palette choose the Mouseover # that
corresponds to the image in the thumbnail.
For example if I loaded myImage.jpg into the Image 1 position in the
Target Image action (step 2) then my Mouseover # for the same image
thumbnail will be 1.
If this is still as clear as mud let me know and I’ll try and create a
sample Freeway file for you.

I thought I had cracked it but would it be too much trouble t get a quick sample file. One immediate question: do I have to name any further images down the page in sequential order ie: 1-5, 6-8, 9-11 etc?

The image naming shouldn’t make any difference.
