Is there a way in freeway to make a site that can easily be translated without duplicating every page for another language.

You maybe could work with hidden layers, or a smart use of accordeon. The ‘foreign’ user would have to click on a ‘translate this’ button to view the content in his/her language.
A completely different solution is to use dynamic content. Like a CMS works.
