Link to PDF - action question

To stop a huge upload every time I make a change to the containing page
[dirtied] I’d like to reference a location/filename rather than pick one
from a file-listing.

Currently this is not possible, is there another way [adding code] or might
it be possible to patch the Action to include this feature?

Just use a normal hyperlink and use External>Other from the option at the top and manually enter the path to your PDF.

You can then either use Upload stuff action to upload the file or FTP it to your site.
