I wanted to place a link that bring my visitor quickly to another part of the same page. Is this possible in freeway (Express) ?

What you want to create are called Anchors - and I am sure that Express allows for this.
Click in a run of text. Edit>Anchor and give it a memorable name.
Now when you create a hyperlink from another item on your page (using Edit>Hyperlink) you will see a section under the main window that lists all the anchors you have created on that page.
Anchors can be applied to a graphic item in the same way. Edit>Anchor
