Maps

Does anyone know where I might obtain (non interactive) maps on the web which are not subject to copyright, and so can be incorporated in other websites? Specifically, I am looking for a map of Belgium and southern Holland.

Alternatively, is there a less expensive software package than Illustrator which can trace an outline from an existing (digital) map? Grateful for any ideas.

I believe you can use Ordnance Survey maps as long as you give the
correct credit. Not sure whether they cover Belgium and Holland, though.

But I think it’s only UK …
