Thank you for the suggestions. I had already tried the second one so tried “Reapply Master” but it didn’t work. I remade the whole page and tested it as I went along to figure out what was causing problem. It was at the very bottom of the page where I had a 'link to new window" action that was preventing the ‘hamburger’ from opening. I just made it a simple link and the hamburger magically opened.
