meta tags and framed redirect

I am building a site for a festival which only needs to be up for a couple of months and so I have put it into a folder on my site. We have bought a domain name and made a framed redirect so that we can put the memorable name on to the publicity.

Two questions arise

1 is this bad practise re search engines (cloaking?)

2 Mega tags (in particular the page title but also description and key words) are only seen when accessed here http://www.richard-lowther.com/paroles but not here http://www.paroles-paroles.fr/

Is this normal? Is there a better way of doing this?

If you have bought a domain name then why not put the site up on its own.

Frames are not much good for SEO or bookmarking.

The budget is low so a decision not to buy a hosting packet was taken for the time being. Maybe free ones exist? Perhaps the very reasonably priced packages from ineedweb hosting could be bought. There is a certain amusement that a festival celebrating french language has a site built by a Brit. Hosting it in England would broaden my smile.

Free ones tend to be hosted in a Frameset too!

Spend the money!

Ineed’s Micro Host package is only £15 - surely the budget can stretch to that?

If it can’t then the Festival can’t be up to much.
