First question would be; does Apple’s IOS API allow control of it’s cameras from a web site? Maybe through Facetime?

Think about the privacy leakage this could create, and ask yourself if a company like Apple would build such a hole into their famously “walled” garden.
I believe you need to be in a native app to control the camera on an iDevice. A Flash widget can grab the camera on Mac OS, but of course that won’t work on an iPhone.
