Hover your mouse very near the outermost edge of the group. When your
cursor becomes the hollow arrow, click and drag to move the entire
thing. The issue is that it’s a 1px target that you have to hit
exactly, or else you are trying to drag an element within the group,
relative to the group’s position, which is indeed stuck unless you
have an active handle to move it. It’s a UI problem to be sure.

Maybe you are talking about something different, but isn’t it easier to pick the group from “items within the current page” on left “Page :” sidebar?

Agree 100% Kite.
But lots of users (and as I started working in freeway, me too) disabled the “item view” on left panel.
By selecting the group carrying div, just type the position within the inspector - the way I work.
