If you’re using FW5 then you could use the new CSS menus. A walkthrough is on the softpress site:

There are a couple of ways to do this depending on what version of FW you have.
The latest, 5, has built in CSS menu actions called CSS Menus. (Page 108 of the Help pdf accessed from the Help menu in Freeway 5… Help>Using Freeway )
Other methods include the Menu Bar Action (part of the Navigation Fast Pack in 4) now built in to 5.
