Make a new folder on the server called [clientname] or something like
that, and put that in your site path when you upload, and send him the
address, which will be something like http://www.yourdomain.com/clientname/
You can update this until the client’s happy, then upload it to his
server.

You could publish a file copy to a disk and then send them the disk.

Either way sounds good to me. I’d usually upload it to the server though because the client may just copy the unfinished files over and you’d never hear from them again.
Trust me, I know people that’s happened to.

here is an example of what I am trying to accomplish.

see how the middle area (where the content is) is white and the outside light grey.

Set the background to light grey in the Inspector while you have
nothing on the page selected. Then set your content box to a
background of white while you DO have it selected.
